There are a few things you can do. The first step is to stop feeling picked on and start proving that you are a good employee. Next, forget about the issue that you are being picked on because your boss wants to hire his own people. While that may be true, you diminish any response by including personal issues that you cannot prove.
Next, draft a response to your performance review. You should structure your response in the same order as the review was written. You should rebut each item that you feel was erroneous, with evidence that shows you did your job. You must provide explicit answers to each item of criticism. Your answers may include dates when various tasks were completed, any reasons that were outside of your control for missing target dates, and any supporting documents that make your case.
Do not use emotionally charged language such as, “He lied because he hates me.” As much as possible state facts and supply evidence in a professional, respectful manner without emotion. As part of your rebuttal you should state that you love your job and want to continue in it. You need to also say that if there are things you need improvement on, you are willing to work to improve.
Finally, you do not want to make threats, accusations that you cannot prove, or negative comments about the person who wrote the performance review. It is better to say, “My boss may be mistaken,” than to say, “That ignorant donkey couldn’t find a deadline if it came up and introduced itself.” Do not threaten litigation in writing or threaten to quit. You should acknowledge that you and the boss may at times disagree, but that does not mean that either person is wrong, but merely looking at things differently. You want to assure your employer that you will do all in your power to change what your boss thinks about your work. Be cooperative not combative.
Provide a copy of the rebuttal to the person who wrote your performance review and to the human resources department. Ask that a copy be placed into your permanent file with the performance review. That way when this boss leaves, your new manager can read your side.
